[outages] Internet Issues in Southeast

My users, geographically nearby, are having issues accessing resources at
our facility in South Alabama and another facility in Columbus Georgia from
residential connections on Comcast and Verizon, possibly others.

I have confirmed it from my own home connection with Comcast as well. High
latency (from 180 ms to a peak of 13400 ms) and periods of complete packet
loss as well, all happening when traversing Level3 or GTT in Atlanta.

Is there a known issue occurring or could someone weigh in on this?
