We saw issues reaching Azure USWest resource from he.net in the Midwest, via 2 different peer/pops with them.  10% plus packetloss.  It just got fixed moments ago.

Seems like it might be more widespread than just O365. Seeing some Azure issues as well.

Switching to a VPN that has IPv6 connectivity and everything works (both desktop client and OWA). But that also changed my IPv4 address also so I can't conclude too much (but definitely see v6 communication to MS).
