[outages] [EXTERNAL] Re: Google network issues

I can resolve against 8.8.8.8 myself, but that is likely a regional
thing, since I presume that 8.8.8.8 is an anycast. 

I noticed that GCP seemed a bit slow last week, in general, especially
in the us-central1 region.
