[outages] Cogent/Verizon Boston Outage

*Updated. It is back up.*

Customers with last mile provider Verizon in the Sommerville/Boston MA area
were experiencing outage due to a higher level issue. Services have
restored as of 1:03 pm ET. Please submit requests for RFO to support and
reference the Support master HD10705861
