[outages] Issues loading apache.org and related subdomains.

For anyone else who might be facing the same issue in the future. The
Apache infra team will automatically ban IPs when it detects anormal level
of traffic. In that case, it was towards gitbox.apache.org. They had to
unban the IPs.
