[outages] Spectrum voip/online services outage

Per spectrum was just informed that they have a nationwide outage related to hardware failure in one of their datacenters that is causing intermittent issues with phone calls being connected.

I was also informed but wasn't told where they have a fiber cut that is affecting accesss to spectrums services internally.
