You are correct. The same rule applies to NPA and NXX in general. Neither
can start with a 0 or 1.

I've been filtering obviously-invalid ANI on a lot of my switches for
years. I suspicion a lot of carriers have done the same thing, even before
the FCC ever thought of it. :)
