[outages] Office 365 global outage

[Stipo]

Short O365 outage, reports of Outlook not responding, from Denver, New
Orleans, Atlanta, Miami. From: 7:00 to 7:30am PST, O365 Outage status
confirms this. Unable to gather useful troubleshooting info, netflow for MS
seems normal during and after outage.
