[outages] Canada-Ontario-Oshawa Rate Center issues?

Our Allstream SIP DIDs in the Oshawa rate centre are down, but the issue
seems broader as TDM/PRI Bell DIDs seem to be impacted as well.

Anyone else noticing any weirdness?
