[outages] Massive DNS Trouble, CloudFlare's 1.1.1.1 down

Thank you for the response Justin!  But I don't think it was just you
guys.  I started seeing corrupt/malformed DNS responses around 16:43 EDT
from open resolvers like thumper.fastlink.net (192.34.59.231) among others,
and large portions of Microsoft's Azure TrafficManager.net DNS platform are
still down in the IAD/Ashburn region.

I doubt this was all related to CVE-2020-1350, but maybe?
