[outages] Centurylink Level3 blip for 15 minutes

Did anyone see an issue with packet loss from Centurylink between 4:15 PM EDT and 4:30 PM EDT in Rochester, NY area?  We had intermittent connectivity issues and packet loss on an off in that 15 minute window.
