[outages] Any2West issues?

Hey Mike,

we did see this outage as well, with random peers just dropping off.  Any2West has had some serious issues these past 6 months.  They also believe doing a maintenance at 9pm on a weekday is a good idea, this leads me to believe they don't take managing the exchange serious.
