[outages] Mobile calling issues - Michigan/Detroit

I'm seeing intermittent fast-busy signals when calling a handful of
customers in PA.  They all appear to have Verizon numbers.
Calls were occasionally dropping in the first ~90 seconds of the call for
the last ~30 minutes, now those numbers are returning a fast busy.
