[outages] Comcast (DC Metro) outage

Also confirming widespread loss to most destinations, although it seems to
have just cleared at 21:54:29 EST:

DC and Maryland were affected, but Northern Virginia
(Alexandria/Arlington/Falls Church/Reston) was unaffected.
