[outages] AT&T Transit 20% loss through New York

Hey All,

Just a heads up that there's been massive packet loss on AT&T transit out
of New York City since at least 9:05pm impacting almost every ISP.  The
router in common is '12.122.8.1' aka 'cr1.n54ny.ip.att.net'.

Tickets are open but I've had no response from their NOC yet.
