[outages] Reports of Recaptcha failures

Lots of noise on Twitter and DownDetector that Google’s captcha-as-a-service, Recaptcha, is failing (and it sounds like it’s failing closed, refusing access to all).

If you use it on your signup/signin pages you might want to turn that off until things clear up.
