[outages] Namecheap - DNS Outage or Resolution Problem

There appears to be a Namecheap DNS issue brewing. Domains registered
with Namecheap are resolving to Namecheap (198.54.117.244) instead of
utilizing the nameservers assigned to the domains.

Seems to be the week for unusual problems.
