[outages] M365 application degradation workaround

The service is degraded in some tenants and Microsoft is investigating - it's an active incident in the service health page for my tenant; your mileage may vary. You/your users can use this direct links for applications (it worked on multiple tenants I tried and showed all applications, not just custom): https://myapplications.microsoft.com/

Additionally, directly to the admin center: https://admin.microsoft.com/Adminportal/Home#/homepage
