[outages] Lumen OC48 outage

 It may not be related, but I am aware of a 432 and 60 count fiber Lumen
repaired near Cedar Rapids IA. Lumen case 27828032. Damage at Oct 11
1347GMT. Repair declared completed Oct 12 0651 GMT.
