[outages] Fiber cut - Zayo - Phoenix / EdgeConneX

Looks like a repeat from yesterday - multiple Zayo circuits down outside 
of EdgeConneX in phoenix.

For us we see Zayo wave, long-haul and dark all down that traverses this 
area.

MegaPort services in EdgeConneX also appear to be on this fiber as well 
and are being impacted.

Outage coordinates from yesterday were 33.40010, -111.96783
