[outages] Texas storms

I'm a storm spotter in the area. All of the severe weather has been
primarily north of here, closer to the Red River area.

The storm has just barely (at the time of this writing) begun to move into
Dallas county.

If your facility has been on generator all day, it's a problem unrelated to
the storm I would wager.
