[outages] AT&T Fiber Partial Outage

I have AT&T fiber in the Chicago area and I'm having trouble reaching
several different sites, including AWS, GitHub, OVH, and some DigitalOcean
DCs. I don't seem to have any issues with GCP, Cloudflare, Facebook,
Twitter.

I don't see any outages listed for my area in AT&T but I can still access a
lot of the Internet so I don't believe it's a local outage.
