[outages] Kenya disruption

About 1335GMT had all my internet circuits and​ ethernet circuits from Europe to Kenya practically fall offline. Seacom rerouted via South Africa but getting 50%+ loss. WIOCC (on EaSSY) is even worse.

Will be related to the protests in parliament (protesters stormed it, people shot dead, etc).
