[outages] Cloudflare 1.1.1.1 issues in Europe

Seeing issues for me as well in 1 Wilshire.


Ping timeouts to it as well and resolution failures.

Getting issues with 1.1.1.1 in Germany from around an hour. I hear few other people also getting issues including from  Switzerland.
