[outages] Frontier PON Tampa Bay is having widespread outages

Not glad for you, but glad it's not just me.  I'm into minute 90 now on hold after a wasted 45 with their useless chat support, who said all is well, just like their status page.

Pinellas County is mostly offline from what I'm seeing (4 sites across the
county), unsure about Tampa.

Their phone system confirms this and appears to be overloaded.  The outages
website they say to visit doesn't work :-)
