[outages] Azure - Packetloss - Midwest

Seeing latency and packetloss from sites in the Midwest to Azure that have Spectrum or HE.net?  Looks to possibly be the reverse path being the issue giving what the traceroutes show.  Anyone else seeing this?  Also Azurespeed test site shows high latency to every instance from spectrum Midwest.  I see the same thing going to msn, or an instance in US-West.
