[outages] Central TX // Lumen and ATT Connectivity

Confirmed - we're seeing issues in Austin (AT&T) and Houston (AT&T), from
those locations we're seeing the inability to hit Cisco Umbrella
(208.67.220.220) and out to NTT/Lumen. It's been intermittent for the past
hour or so, since around 8AM ET.
