Seems to be fairly widespread.  <a href="http://outlook.com">outlook.com</a> is also not resolving.<br><br>Both get as far as glb{1,2}.<a href="http://glbdns.microsoft.com">glbdns.microsoft.com</a> which successfully returns an SOA for the domains, but nothing more.<br>
