that overwhelmed that firewall layer, causing the initial failover and<br />

Yes. (limitting per client, and per second for all)<br />
Perhaps, large numbers open resolvers including no ratelimit are used.<br />
Then massive random subdomain queries caused the firewall symptoms.<br />
