Hi Marcin,
I think so. You should apply "qos policy queueing <policy_name>" under subscriber default or from radius configuration. In the queueing policy, you then apply congestion-avoidance-map which has "queue red" in its configuration.
IP services and security configuration guide should give you a good idea how to do it.

is it possible to use RED for dynamic subscribers like PPPoE or CLIPs ?

As far now we tried this, but seems to be non working..
