[rbak-nsp] clips, dhcp - automatic subscriber clear after disconnecting

hello,

I have a case, when there is a possibility, that under one ip address 
there are 2 MAC addresses in DHCP.
They can be used in "either/or" scheme.

However, there is a problem with quick swap of MAC addresses, because 
lease time is in example 15 minutes, so new MAC can not get the same IP 
address during that time.
Is it possible to:

- configure dhcp/clips to periodically check (i.e. every 1 minute) if 
computer on the other side is alive, if not - clear subsriber ?
- configure some parameter, that if radius proposes the same IP for 
another subscriber (MAC), the first one is automatically cleared ?

All assignments are static - from radius, no dynamic pool is used.
