добрый день Илья,

	Have a look at "show card 2 qos metering" "show card 2 qos policing"  
and "show card 2 qos policy"; that will give you a better idea of  
what's really going on.  I assume you want to be using radius-guided  
policies...  Are you sure your radius server is returning good rates  
(you can check this with radius packet debugging)?  It would also be  
helpful to see your subscriber config, especially the "access-line"  
commands.  I haven't used PPPoE on our boxes yet so I'm not going to  
be much help on that front, but it would help to check through the  
(sometimes not very good) services & security guide to make sure that  
what you're trying to do is supported.  Perhaps try without using  
radius-guided policies first to make sure everything works as expected.
