[rbak-nsp] Interface UnBound

Hello All,

I'm currently trying to bring up another multibind interface but have 
been unsuccessful.  I don't get any errors when building but the 
Interface State is UnBound.  Any Ideas?  It is the statics2 interface.  
I'm not sure what Cct invalid means.
