Yes, this is the radius throttling feature, AAAD tends to eat all available
CPU if left to do all the radius auth work when lots of users try and come
onto the platform at once, so the system, like a number of other processes,
controls it through ³throttling², this means that, when AAAD appears to hit
a certain percentage of CPU doing RADIUS work (the ³hi watermark²)
throttling starts until it drops below another value (³lo watermark²)

Last I looked the throttling commands were hidden, don¹t know if us mere
mortals are supposed to be using them, but here they are:

configure:
 throttle process aaad set debug <on|off>
 throttle process aaad set radius hi-watermark <percentage>
 throttle process aaad set radius lo-watermark <percentage>
 throttle stop (turns off all process throttling, not advisable to do this)

operate:
 show process aaad throttle-statistics

Example:

[local]redback#show process aaad throttle-statistics
Throttle statistics for process: aaad

Throttle Enabled        : Yes         Throttle Debug Enabled  : No
Throttle Active         : No
Radius Hi-watermark     : 80
Radius Lo-watermark     : 60
IPC RCM Hi-watermark    : 500
IPC RCM Lo-watermark    : 400

I believe the RCM watermarks may be to do with circuit creation rates.

It is possible that your messages are coming from throttle debugging (though
odd they are being logged with INFO)
If this is on it can easily be turned off with the config directives above.
