Richard,

Metering = policing but outbound as you say.

You want to configure "queuing" if you want shaping,
scheduling/prioritisation , congestion control. This is also in outbound
direction.

Metering and queuing together do have uses. Metering to do egress
classification  and (re) marking (DSCP or internal PD bits). Queuing to
shape / prioritise / congestion control.

Is Redback Metering the same as Cisco Shaping or it it simply policing in
the outbound direction
