[rbak-nsp] PWFQ to prioritise L2TP towards LAC

I have an Ethernet connection with incoming L2TP tunnels terminating on a
loopback and I have been advised to prioritise L2TP traffic towards the
LAC.  How/where can I classify L2TP packets for priority queueing on egress.
