[rbak-nsp] DHCP Relay and CLIPS

There is no reason for the SE to tear down the session if the DHCP Server is
now unavailable. The SE will only query the DHCP when the session is being
established. Unless the lease expires and needs to be renewed, there is no
reason for the session to be torn down.
