[rbak-nsp] EIM-SE8-L3-4GE

Does anyone know if it's possible to license/enable ports 2 and 4 on the
EIM-SE8-L3-4GE blade?  It seems like when we originally bought them they
told us it was a hardware swap out to enable the other ports, but that just
seems ridiculous.
