[rbak-nsp] Strange PPA crash on SE-800 while there is no QoS

Hi,

We have recently had similar crashes with the 4port 10GE cards and the 
logs mentioned qos, though this device has none configured:

2011-10-03 19:25:56    Oct    %QOS-6-INFO: qos info: PPA just reborn 0
2011-10-03 19:09:18    Oct    %QOS-6-INFO: qos info: PPA just reborn 0

Our issue was a bug in 6.4.1.3 and we have since upgraded to  6.4.1.4 
and its been stable so far.
