[rbak-nsp] RB400 with 10G card

At 00:00 we have some scripts - for configuration change.
So I suppose that was the cause that RB stops passing traffic completely.
Without this changes, I think RB should work with traffic limited about 
1.4Gb/s (slow, delay, traffic errors).
