Sorry, I'm not quite sure I understand the question, are you saying that
redirection works when you are using a PPPoE client on a computer, but not
when the client is behind a router? is it possible the router is using a
different username / authentication method / response?


Also, I think this is very interesting, you don't have any DNS servers of
your own? Do you hand out Google Public DNS to clients?
