You just turn on dhcp-server on CLIPS interface,
i.e.

  interface PON multibind
   description CLIPS GEPON/GPON
   ip address 1.2.3.4/24
   dhcp server interface
   ip arp proxy-arp always

than in dhcp server config, you have to specify IP of external server.
(dhcp relay server A.B.C.D)

Should work. We use local server (on SE) but address information is 
provided from radius for DHCP function.
