[rbak-nsp] Non-DHCP CLIPS

Hello.

We using SE100 with SEOS-12.1.1.4p1 and trying to setup Non-DHCP CLIPS with
RADIUS authorization.
After success authorization CLIPS session starts and immediately stops with
message "Duplicate ip address detected".
No other CLIPS sessions established on entire device. Tried to change
client IP address - same result.
What does that means?
