[rbak-nsp] Apply sub Bulkstats schema via RADIUS

I suppose I could use Sub-Profile-Name to change the profile of every 
user apart from the ones with PWFQ, and then configure the bulkstats 
under the default subscriber profile.

It would be very messy though. :(
