[rbak-nsp] DHCP states ?

Just to reftesh and answer.

There seems to be a bug after some enchancements in 12.1.1.7p1.
Dynamic pool, if exists for clips - MUST be attached (interface IP 
address) to the first multibind interface on the list. I.e.:

[clips]R0_SE600#show ip interface brief
Thu Jul  3 08:39:09 2014
Name              Address                   MTU   State Bindings
PON               188.xx.yy.1/22           0     Up
*10.222.0.1/22 *
clips             91.yy.xx.1/22            0     Up
                   87.yy.xx.1/22


If the network 10.222.0.0.22 would be in interface clips - there would 
be a problem.
So, moving that first ip of network used for pool to PON interface - 
fixes the issue.

But this is only workaround.
Previously (12.1.1.5p2) we had it in interface clips and that was ok.
