[rbak-nsp] Recommended v12 release

We are not running DHCPd but going back to the 10GE card crashes, we did
upgrade to 12.1.1.7p3 to resolve the 10GE card crash and found the cards
still crashed.  Apparently the previous bug is fixed and this is a new
bug, and now we need to upgrade to 12.1.1.8.
