[rbak-nsp] tarnsit traffic policing (CLIPS? dot1q subscriber?)

Dear Colleagues,
Could please anyone help me to find a way for policing tarnsit traffic on redback (SE100) ?
Most of our customers have /29 subnets, these subnets are L3 routed to SE100, so we have to policy /29 adress space as a single cutomer and tariff bandwith (lets say 10Mbit) should be shared among all IPs in /29.
But L3 non-dhcp-clips support only /32 subscribers, and in this case each IP of /29 pool will be bind as a single customer with 10Mbit rate.
As I know, the dot1q subs can be helpfull , but it requires L2 connectivity between the redback and the enduser.
Is there any other ways to policy transit traffic?
