[rbak-nsp] L2VPN XC not coming up

I have two routers connected via OSPF, LDP, and MPLS, and I am trying to get an XC to come up, but it will not. When I look at the ldp status, it shows as being down, with a flag of "from-cfg". And Ideas? When I try to start the xcd process, it doesn't start.

Here are the outputs from the "show xc det" command
