I assume you want to be using radius-guided policies... Are you sure your radius server is returning good rates (you can check this with radius packet debugging)? It would also be helpful to see your subscriber config, especially the "access-line" commands. I haven't used PPPoE on our boxes yet so I'm not going to be much help on that front, but it would help to check through the (sometimes not very good) services & security guide to make sure that what you're trying to do is supported.
