[scg-sec] icmp rate

	left out a good description..

	this is from ~20-30% of the network, sampled netflow
at 1:10k rate on the core.

	If juniper will implement the Cisco-style type code
in their netflow ports, I could give that break down as well, but
they don't.. (plus it's hard for them to implement an undocumented
netflow "feature" like that.).
